Ousnamer, driving a 2006 white Jeep, was pulled over for speeding by Officer James Bray, Jr. He informed Bray he was traveling to Indiana to visit his parents.

When the officer ran a check on the tag, he discovered that it replaced by another tag number which was registered to a Suazo Montes. Bray then called Trooper Steve Bowen for assistance.

After running the VIN number, Officer Bray learned the vehicle was stolen from Hernando County, Florida. Trooper Bowen handcuffed Ousnamer and placed him in the patrol car.
