City Council members here appointed their assistant clerk to handle the added responsibilities of citation officer. This position was created by the council in 2011.
In addition to her regular duties, Rachael Hart will hand deliver citations to citizens for minor city code violations such as trash in a yard, junk cars on property, and animal control issues.
Citizens found to be in violation of any of the codes first will receive a letter from the city detailing the violation. They will have 30 days from the date of the letter to comply with the city code.
If they fail to do so, a citation will be delivered by Hart requesting that the offender appear before the magistrate court at which time he or she could be subject to fines and penalties.
If the city handles the cleanup of the said violation, then the citizen will be required to reimburse the city for its costs.
Also during Tuesday’s meeting, a recommendation from the city’s engineering firm was approved in regards to the construction of the new Cherry Street lift station.
This lift station will be funded with a CDBG (Community Development Block Grant). The city was obligated to pay a $10,000 match on the grant, and that has already been paid.
Engineers Hofstadler and Associates recommended that the council award the job to L&L Utilities whose bid was $372,162. Other expenses associated with the project could take most of the rest of the $500,000 grant.
Kay Hagler of the River Valley Regional Commission (RVRC) addressed the board and explained to new members the function of the RVRC.
“We are an organization of governments from 16 counties,” she said. “We assist with planning and both economic and community development.”
Hagler informed council that it can apply for another CDBG up to $500,000 for 2012. The funds, she said, could go toward improvements with water/sewer and/or gas systems or housing.
During department reports, council heard from both ESG and the fire department. Mayor West then questioned the absence of someone from the sheriff’s office. He requested that the department be notified to have someone at future meetings prepared to give reports.
Board members approved a motion to allow Mayor West to search for a cheaper vehicle for use by the city.
Both Mayor West and Councilman Dexter Whittaker said that $25,000 had been budgeted for the purchase of a vehicle.
“Nobody’s water is going to go up or anything,” said Whittaker. “The money has already been set aside.”
Mayor West said that the vehicle currently used by the city is so dangerous that the ladies working at the office will not drive it.
“It has broken down numerous times, and I myself have had a bad experience in the car,” said Mayor West. “The ladies use their own vehicles, their own gas and do not get paid for any mileage.
“There are situations that arise when a council member or myself or one of the ladies may need to go for training and a dependable form of transportation is needed.”
Also during Tuesday’s meeting:
• Council members changed its gasoline vendor from Borum to Chevron. According to Whittaker, the city gets other supplies from Borum, and giving the contract to Chevron will spread out the benefit to more citizens in the city.
This action was approved by a 4-2 vote with Councilmen Clint Shugart and Chester Thomas opposing it.
• Tabled appointments to both the Downtown Development Authority and the Zoning and Planning boards.
• Accepted the resignation of Ruth Cross from the library board.
